The City is divided into six voting wards. The Mayor is elected at-large by all of the eligible voters of the City. Each of the six aldermen is elected by eligible voters from the ward in which he or she resides. The Mayor and Aldermen are elected to serve for four-year terms.

The Mayor and Board of Aldermen determine the broad governmental policies to be followed, and it is the administrative responsibility of the City Manager to carry out these policies. The positions of Mayor and Aldermen are not full-time jobs. There are approximately 360 city employees, who can be placed in one of the following categories: Administrative, Tax Collections, Treasurer, Clerk, Police, Fire, Street, Sanitation, Maintenance Garage, Cemeteries, Recreation, Parks, Planning and Community Development, Engineering, Waste/Water Treatment, Personnel and Safety, Billing and Collections, Water, Sewer and Power, Finance.

New Bern owns its own electrical distribution system, as well as deep-well water system and sanitary sewer system with both primary and secondary waste treatment.
